Internet Public Access Policy –
Library District Computers and Personal Wireless Devices

 Approved:  Board of Supervisors
 Date:  September 19, 2005
 Section:  3504

The Mohave County Library District offers public access computers in all libraries at no charge beyond charge per print.  The number of computers, session times and reservations may vary from location to location. All public access computer use is subject to the Mohave County Library District’s Internet Public Access Policy, approved by the Mohave County Board of Supervisors (Library Board of Directors) on April 18, 2005.  Wireless internet is also available at the Kingman, Lake Havasu, and Bullhead branches for laptops, notebooks, PDAs and other wireless devices.  This policy supplements the Internet Public Access Policy and becomes binding on all who use Mohave County Library District facilities.

Violation of this policy may be cause for temporary or permanent prohibition from future use of library equipment and/or facilities, consistent with the Standards of Acceptable Library Behavior posted in all library facilities.

1.  The Library District’s wireless network is NOT SECURED and information sent from a library customer’s personal laptop, notebook, PDA or other wireless device can be captured by anyone else with a wireless device and the appropriate software.  It is the responsibility of the wireless device owner to secure their own device and to have whatever virus protection or security software they feel necessary.

2.  Mohave County Library staff is not responsible for providing technical assistance to customers using their own wireless equipment and no guarantee can be made that a wireless connection can be made from personal wireless devices.

3.  Personally owned wireless devices connected to the Internet through the Mohave County Library District’s on-line system will be subject to filtering in compliance with the Children’s Internet Protection Act (CIPA), the United States Supreme Court decision relating thereto (June 23, 2003), the Arizona State Revised Statutes Title 13 Chapter 35, and the Mohave County Library District Internet Public Access Policy.

 4.  Under the terms of the Internet Public Access Policy and subject to federal state laws cited in Section 3, a customer age 17 and over may request that the filter be disabled.  As library staff cannot provide technical assistance to customers using their own wireless devises (Section 2, above), staff  will refer the customer to library owned public access computers from which the filter may be temporarily disabled for that customer’s specific use.

5.  In order to use library owned public access computers, a customer must have a Mohave County Library Card.  Temporary Computer Use cards will be issued to customers who do not qualify
for a regular library card.  A 24-hour temporary Guest Pass is available for library visitors or
those in transit through Mohave County.

6.  The Library District assumes no responsibility for the safety of personally owned laptops, notebooks, PDA or other wireless devices, configurations, security or data files resulting from a connection to the Library District’s wireless access or public access computers.
