Overdue Policy

APPROVED: Board of Supervisors
Date: March 24, 1992

Section: 4260

1. The purpose of the overdue program is to deter customers from keeping materials out beyond the due date and to ensure the timely return of library materials so that they can be used by the maximum number of customers desiring to use them.

2. Libraries are encouraged to try different and innovative approaches when attempting to retrieve overdue materials (i.e., amnesty periods, donations in lieu of fines, "Friday free days," public relations programs such as newspaper articles, etc.) It is generally recognized in the library community that simply bringing attention to the problem of overdues is an effective means of retrieving overdue materials. Proposals for innovative approaches must receive prior approval of the Library Director.

3. The customer is responsible for fines on overdue materials.

a. Minors may borrow materials even if one or both parents or guardians have outstanding overdue materials or fines.

b. A spouse or sibling may borrow materials even if he other spouse or sibling has outstanding overdue materials or fines.

c. Parents or legal guardians are accountable for fines against overdue materials borrowed by their minor children. When materials checked out by a minor are overdue, both the responsible parent or guardian and the child are restricted from checking our additional materials until the material has been returned and all fines cleared.

4. Customers may only renew overdue materials in person.

5. Overdue fines as a specified amount charged or a per day/per item basis will be standardized throughout the District.

6. The "deadline" for returning materials is the time the Library closes for the day the book is due. Books retrieved from the book drop are presumed to have been returned the previous library day.

7. Library staff and volunteers who borrow books for special library projects are not fined if materials are overdue. This privilege should not be abused.

8. Librarians have authority to waive overdue fines for extraordinary circumstances.

9. This policy is subject to periodic review. Reasonable notice of changes will be provided.
